I'm headcanoning this:
C'Thulhu is secretly the head and organizer and CEO of the entire SCP organization, and he thinks personally fucking with his potential recruits is not only hilarious and incredibly fun, BUT also the most effective means and method and manner of proving them, too!
And he keeps maintaining the "inside joke" that - YES he's an Eldritch abomination and madnessbane incarnate, but he's in complete control of who, how many, and how much mind control he can and will employ, BUT he'd never do it to his allies, AND goes out of his way to prove it...
Sort of...
Like... Considering his supreme mastery over awareness, perception, and observation, he knows he functionally CAN'T prove it, but he's totally chill and has epic orgies, so everyone's pretty on board at all times.
He even doesn't force anyone to become fish people - it's entirely at will!
Except he still knows he can't prove it.
